Yes, I was mainly thinking about the nuclear treaty as well. Also they put at least a semblance of pressure on Pakistan to crank down on the terrorist camps. The hands-off approach to outsourcing did not hurt either, although forces of globalization are probably unstoppable and the consequences mostly unintended and unplanned, as you said.

Anyways, it was a tongue-in-cheek comment. Obviously India's minute perceived gains are nothing compared to the havoc this administration has wrecked at home and abroad. It was just fascinating to observe Bush getting a rousing welcome in India exactly when his job approval at home was breaking below 30.
