I think so.

And no doubt at some point there will be a judgment on it. The judgment probably won't be universal for a while, which is the way judgments go.

Was the Chinese invasion of North Vietnam or Tibet illegal? The Vietnamese invasion of Cambodia? The Indian invasion of east Pakistan? The Russian invasion of Hungary and Czechoslovakia? The NATO bombing and intervention in Yugoslavia? The Ethiopian invasion of Somalia earlier this year illegal?

The idea that war is going to be outlawed is silly. The US buying into the idea will merely result in our ability to wage war being outlawed.
