The presence of American troops on South Korean soil IS the guarantee of security. 30,000 troops is hardly enough for an invasion of North Korea, but it's enough to deter the North from invading the South.

What guarantee of security can America provide if the troops are pulled out? At least the North knows that China will automatically rush to its defense if America invaded. Treaties, of course, are made to be broken, just like the agreement Carter brokered back in 1994, so what good is that to South Korea?
