Not always. At least not if you don't count having the world better reflect their ideological/philosophical/political opinions as part of people's self interest.

My self interest in the ban isn't as strong as yours. I don't eat out as often and I'm not asthmatic. But I also dislike second hand smoke, I hate it when it gets really thick, but I'd still vote against the ban.
