Perhaps. But you'd certainly have a global coalition to stop him at that point, and Saddam wouldn't have wanted Iraq nuked by the US if he had actually used a nuke himself. I just don't see the huge problem in waiting- I see only benefits.

Saddam may have been ignorant of the West in some major ways, but he was also in to self preservation.
