I don't think most people anticipated how bad he would be. Obviously his little cadre knew what it wanted to do, so you can't say no one had any idea- it's just that most people have no idea.

That 1998 letter with signers which included Defense Secretary Donald Rumsfeld, and four of his top Pentagon deputies-Wolfowitz, Douglas Feith, Dov Zakheim and Peter Rodman-as well as the State Department's undersecretary for arms control, John Bolton, and Undersecretary for Global Affairs Paula Dobriansky, should have been a tip off. Looking back it's clear there were signs, but the departure of this admin was so radical, it would have been difficult to interpret the signs correctly.
