But in 2003, the invasion force didn't have Kuwait or anything else as a waystation. I'd say it was clear to everybody where they were going, including Saddam.

It's not that big a deal. Near as I can recall, there was a little talk from Bush too about Saddam going into exile, but given that Saddam was by all indications paranoid enough about his own safety inside Iraq, it's not clear that the exile offers were proferred or taken seriously by anybody.
