The word "legitimate" means according to the law, or according to established principles- the reasons you are giving for war are simply not "legitimate" as the word is ordinarily used. So no, we don't just disagree about what is legitimate- unless you mean we actually disagree about the meaning of the world and its "legitimate" application. Your ideas about what constitutes a cause are not legitimate in the world today.

And if you know things can get worse, then making the decision we did about Iraq is pretty foolish unless one thinks the odds are on a positive outcome. In taking any decision one where one actually comprehends that things could get worse one(I would hope) looks at the cost, and says to oneself "What am I getting for my money? What are the chances of a positive return on my investment of money, time, human life, lost opportunities elsewhere."
