I'm not sure this program really is screwed up. Look at the early history of the M-1 tank. Its a very solid and important weapons system but it had a lot of early problems.

If it is screwed up and they don't get it turned around quickly than maybe it should be canceled, but your throwing together three issues that are really separate issues.

1 - How much money is spent developing weapons - Yes its a lot of money, but their is no easy way to greatly reduce it (other than not developing new weapons and making our soldiers rely on obsolete weapons and weapons systems)

2 - How important/useful this particular type of weapons system is.

3 - How well this specific design and development is working out, in terms of cost overruns, but also in terms of meeting performance objectives.

Apparently your sources say that #3 is a problem with this weapon. If it is that doesn't really say much about #1 and #2.
