If oil had been found in the 19th century, the British would simply have assumed ownership of the oil fields. Even now, the oil cartel has to know it can't go too far. At the end of the day, they need to sell the oil more than we need to buy it.

As Sheikh Yamani has observed, "The stone age did not end for want of stones, and the oil age will not end for want of oil."
