The failure of what happened after the invasion is a joint failure. Where you invade and don't have enough forces to secure an area, partly because for political reasons you decided to go with too small a force, and where you make decisions which increase anarchy, the responsibility lies on the invader for these things. The Iraqis are responsible too, but, but for our odd decision to invade Iraq, they would not be in this situation.
