I would add that delivery would be an issue. If the bomb is ninety miles away on Cuban soil it still has to be delivered that ninety miles. Presumably we would be aware of it being there (because of the "threat" value you mentioned earlier.). If we didn't know it was there, heck..it could be put on a container in a third party location, say Macao and shipped into LA harbor...so to follow your sceanario, we would know it was in cuba. If we did, no plane, no boat, no NOTHING would move from cuba toward the U.S....

Anyway, with all due respect, I just don't see an Iranian nuke sitting on cuban soil.

Now, Iran and Israel...that could be quite different.
