An excellent question. I suppose the answer has to do with 90% or so of the population being within cannon range of NK. Nuclear or not, Dear Leader can kill a substantial percentage of South Korea's population in a very short period of time.

Coulda, shoulda, woulda ... why do we even have a CIA in the first place if they don't provide any actionable intelligence
