Pull apart everything that is based on Cold War politics, and make everything based around the modern day threat of terrorism. As for North Korea, I advocate a carrot-n-stick approach. The carrot, of course, is massive food and infrastructure aid. The stick is the threat of a military buildup among all parties involved, including Japan. The trick is to craft the deal in a way that makes North Korea think it's saving face. China can be a great help here. Tenchusatsu
