Massive reform, starting with the CIA and the Defense Department. Pull apart everything that is based on Cold War politics, and make everything based around the modern day threat of terrorism.

As for North Korea, I advocate a carrot-n-stick approach. The carrot, of course, is massive food and infrastructure aid. The stick is the threat of a military buildup among all parties involved, including Japan.

The trick is to craft the deal in a way that makes North Korea think it's saving face. China can be a great help here.
