I thought NextWave is intended to be a wholesale operation, providing WiMax to carriers as an addition to their systems. I really don't see NextWave as direct competition. Besides, there are too many ex-Qualcomm folks who probably still hold shares to see it as aimed at Qcom, rather than filling a niche for broadband services. Will WiMax handle mobile, as opposed to stationary, broadband? Correct me if you think my impression is wrong.
