Not a typo? The Brit trade press says silicon. In which form ? Sulfur seems more probably but that's not what they say .

That's messed up - using diesel fuel tanks to store gasoline - or perhaps mixing diesel additives into gasoline at the terminal facility instead of gasoline additives.

The anti-foaming chemical is polydimethylsiloxane used either in the diesel fuel, or in diesel lubricating oil for two stroke diesels. Without an anti-foaming agent, fuel injected diesel doesn't burn evenly.
