You just retreat into the bunker of pure executive privilege, pay lip service to the rest of the political circus and cross off the months on the calendar until you can get out and make some real money on the corporate porkfare circuit again. It's a loose definition of "govern" but no one will notice with the 2008 campaign already in full gear. Unless Bush goes bonkers enough to attack Iran, the 2008 State of The Union will be one of the most irrelevant speeches in western history.
