Krugmans article is good - but also very negative towards Bush. Talks about a breakdown of government and how much better government functioned under Clinton.

The Russians are still paying a huge price for their efforts in Afghanistan, but even Russia takes good care of their vets as compared to what the Bush administration is doing. Had Clinton had the same failure at Walter Reed, can you imagine what the far right would say?
