I gather Krugman's point is that FEMA and the VHA were a great deal better under Clinton than GWB. I don't know enough about the VHA to know, but we do know from everything around and under Katrina that Clinton had FEMA well oiled and running, while Bush did not. The best argument as the failure of the Bush folk was that they thought (a) the private sector would always outperform the public so they outsourced the Katrina stuff and (b) that the role of government positions was simply to pay off campaign workers. Thus incompetents like Brown got high level appointments.

Not hard to see that would be a problem once a serious disaster occurred.
