I think because they cannot expose the Lie that Islam lives with. And as long as Israel allows Islam to live a lie, Islam cannot allow Israel peace.

To expose the Grand Mufti of Jerusalem as a Mass Murderer, a Nazi, and as the creator of the hatred of Islam for the Jews, is not something that is going to make islam Proud, or popular, or like they have a lot to feel good about. Just like the Catholics hide the Popes complicity in the death of Orthodox Christians killed by the government of Yugoslavia in
WWII by the Waffen SS. The government put in by Hitler was a Catholic Muslim group who massacred Orthodox Christian Serbs, Romas and Jews. To indict the Grand mufti for War Crimes meant the mess would come out in it's ooey gooey goodness.

Not bringing it out means that Islam can claim clean hands in the Holocaust, and that Jews in Israel are a stain on their Honour.

"Why can’t legitimate Muslim clerics simply excommunicate the terrorist-extremists and end that issue?"

The term Cleric has no legitimacy in Islam. It is a Western term as is excommunication. I realize Muslims use it almost the same way as the Western media does now but that is a fairly recent phenomenon. Islam recognizes religious scholarship but also recognizes the person who is a scholar has no more legitimate claim to righteousness than the common man. The role of a scholar is to answer questions and give advice (Fatawa) on complex issues for circumstances that have not been an issue in the past. Some (Maybe Most) Muslims look at these people like Catholics look at the Pope. They don't usually admit the similarity but their commitment to follow fatawa is that strong. No scholars, that I'm aware of, claim to be divinely inspired, and I have personally seen corruption. That is not an uncommon claim among Muslims.

So this goes to the source of your previous questions. Why isn't the leadership loudly representing the Moderate Muslims. Any loud mouth is probably an extremists, although I don't know for sure. Moderates recognize that Islam is a relationship of one man to his one God, no go-betweens. True spokespersons for the entire billion population is almost an oxymoron. IMO
