So if embargoes make them attack, and left to themselves they invade Korea, Manchuria, the rest of Asia, what option does that leave?

Leaving the same ideology in place, and you get the same results, as soon as they have time to grow a new crop of soldiers to die for the Emperor.

Your argument was in fact one of the chief arguments for having unconditional surrender as the only acceptable end for the war.
