Then they speak in ignorance of the Quran which specifically commands Muslim rulers to "command good and forbid evil" That means regulating behavior.

Now, if you get away from literal readings of the Quran, you can reinterpret stuff like this, but most of Islam today is absolutely literal minded. And the literal minded guys feel they have a right to kill those who disagree with them - part of the "forbidding evil" that is commanded. Ever heard of takfiri - branding Muslims as traitors?
