I said a smaller part of our country, not smaller. We have a larger population and a lot more money now than in the past.

It is smaller than it was in WWII. Less people involved in the military, less in military production, less inflation adjusted dollars spent on the military, less impact on investment and consumption decisions etc.

Its "a smaller part of our country" for then the post war cold war period. Less people are involved (in that sense its smaller, not just "a smaller part"), less real dollars per person are spent, and its a smaller percentage of our GDP.
