Unfortunately, that plan won't work. Oil is a commodity. As long as oil is relied upon by the world, it puts cash in terrorists hands.

If oil sales by mid-east countries put money in to terrorists hands then reducing the price of oil (from what it would otherwise be, not necessarily from what it is today) reduces that amount of money.

You can reduce the price by lowering use as you advocate, you can also reduce it by increasing supply from other sources. (And of course you can do both, they aren't mutually exclusive)
