Of course not. There are different sets of criteria for illegality and removal of children from the home. Just as there are different sets of criteria for medical certification and invitations to the NCAA tournament. Or college entrance vs marriage license. Although there may or may not be overlap for related arenas, criteria are determined separately for each.

I see there has been some high quality exchange on your topic since I posted to you.

Currently when parents get arrested the children routinely go into the foster system. The quality of care, given the children, isn't an issue when the parents are headed to jail.

Foster care, for far to many children, is a hell on earth. Many times it is much worse than what they were taken out of.
