No it isn't. I'm well aware of the supplementals, spending on Department of Veterans Affairs, and at Energy.

As for Homeland Security and foreign aid, and Justice, those aren't military spending. Yes a lot of them might be associated with the concept of defense, but so is the budget for my local police department, "The Defense Budget" implies military, or spending.

I bet way back when, the hawks learned to distribute defense costs over the budgets of several other departments so that the 'total' bill for defense didn't look as bad were everything brought under the defense umbrella.
