It only means that a good proportion of their population has not caught up to the technological levels of the country as a whole. It says nothing about how advanced or backwards Europe is. To see this, consider that there is no high-tech labor shortage in the Western Sahara; they don't need any high tech workers there. A labor shortage of any kind, indicates rapid growth in that particular industry. It says nothing about the absolute level of that industry.
