We can not afford to put every drug user in jail.

There is simply not that much tax money available.

Add to that, these laws do not work at all. All of the drugs that have been fought are still on our streets. The amount of these drugs has not gone down. In fact most have gone up in availability.

Since our law enforcement people totally lack the ability to stop drugs, the matter should be taken out of their hands.

And they no longer deserve to be paid to try. They have had more than thirty years to get it right, and failed.

I don't think a single person is in jail in my state for simple possession. Possession with intent to distribute, yes. But not use or possession, unless coupled with another crime like driving under the influence.
