I base that on population statistics, not on what they used to get as Saddam's minions.

The Sunnis are the minority and have to worry about all the abuses that a majority can inflict. And the Iraqi constitution does not have the checks and balances that ours has.

Many of the Sunnis issues are a result of their own behavior when Saddam was in power. But placing blame doesn't advance the cause.
