Carranza - the resident lawyer - then why did Q say "The record refects the absence of an evidentiary basis necessary to support an exclusion order or a cease and desist order under Commission and Federal precedent"?

Also why did Q state that " Broadcomm's assertion that the statute requires the Commissision to issue its requested exclusion order and a cease and desist order in this investigation because the Commission has found a violation is INCORRECT under the law and facts of this case"?

Mindy makes a good point about the rule of law. Is the ITC considered an inferior court under Article III, Section 1 of the US Consitution?
