The Bush administration hasn't shown a trait of valuing loyalty over all. Note that unlike Clinton, Bush didn't conduct mass firings of personnel when he took office. As another big example, he left Tenet, Clinton's CIA head in office.

The Bush administration has been stymied by leakings ( sometimes of false information and sometimes of information which has compromised national security ) from the State Dept, CIA and other agencies precisely because Bush has neglected ensuring the loyalty of partisans in those departments who have worked to sabotage his policies.
