Be thankful that your government provides a low level of services, this prevents the "moral hazzard" that goes with a welfare state. Better for the government to waste the revenue than to establish a host of entitlement programs, in the European fashion, as this will quickly destroy your country, and not just in an economic sense, soon the whole country will take on the gloomy aspect of a Soviet era city or a welfare housing estate.

I would guess that in Brazil, even if taxes were tripled, you still would not have available the resources needed for a European style welfare state and this saves you from this danger, to a degree. But be careful, the entitlement mentality is a progressive disease.

In Brazil, and I don't know for sure as I have never been there, but judging by what I have seen in other LATAM nations and elsewhere, the only choice, with regards to a welfare state, is either none at all or full socialism, as in the USSR, Cuba or China under Mao.
