Global Crossing M&A likely to focus on US entities with access – Following the 4Q06
investor conference call, the company held a series of meetings with investors where it
made itself available to answer additional questions relating to the quarterly results, the
outlook or the acquisitions of Fibernet and Impsat. During those discussions we believe it
was clear that the Impsat deal would not likely be delayed significantly beyond the targeted
April 1 deadline. Further, with respect to potential future strategic acquisitions, we believe it
is clear that the US has again taken top priority for the first time in several years. As such, we
believe the company is in search of an asset that simply extends the company’s reach
deeper into local markets so that it may reduce its overall levels of access costs paid to other
carriers. Considering that such fiber intensive assets cannot be purchased without significant
dilution, we believe the company would be more than happy settling for a company that
already has in place use of such assets from another company at reasonable prices.
Whatever the target, based upon prior acquisitions and management’s own commentary, we
believe the acquisition would be accretive to the EBITDA.

I think they (GLBC) are a buyer if the deal positions them better, and they are a seller if they get the right price. We will see.
