Correcting structural deficits in the budget is the right thing to do.

Spending more just because tax revenues are higher is the Gray Davis thing to do.


It could be because there is great need.

Davis got recalled, but the Sacramento legislature isn't going anywhere, especially with their gerrymandered districts. (R)nold thinks he's moving forward by capitulating to the legislature, but a lot of the decisions he's making today will bite him in the butt later, especially if we hit another recession in the next few years.

So then, he's being fiscally irresponsible.
