Congress is the official declarer of war, NOT the president?

Congress can declare or not declare or go fish. No war we have been in since WWII has had Congress declare it. The Constitution gives power to congress to declare, but to the President to make. The way it has worked out is that the President can run all the wars he wants. But Congress can refuse to fund, or impeach him for doing so.

The Executive Branch has the exclusive authority to conduct diplomacy, foreign affairs, and execute war. Congress authorizes war, but it isn't its own diplomatic corps. It is an important principle of separation of powers, something that may be odd to someone living in a parliamentary system that doesn't distinguish between executive and legislative power.
