Windows Vista task bar problem

we bought Dell Dimension C521 system with AMD Athalon x2. would really appreciate if some one could help solve the foll problem i'm having:

The task bar, with its open task bar buttons, will suddenly start flickering and every task bar button will move over one so that the first task bar button opened is superimposed somewhere behind the round start button. When I run the mouse cursor over the task bar buttons they often flicker and if I click on one it opens up a different window, usually the window which SHOULD be there. If I ignore it it gets worse, to the point that I need to restart my computer to take it back to normal. If I wait too long the Start menu will not work, either coming up completely blank or not letting the mouse click on anything.
