A number died because Carter in his effort to make everyone happy made it a joint services exercise with people working together who had never worked together before. His meddling set it up to fail and it did making us look like a bunch of yahoo's. I was in the Navy during this time period and can tell you moral took a monumental leap the day Reagan was inaugurated.
