WASHINGTON — World Bank President Paul Wolfowitz, under fire for helping negotiate big pay raises for a bank employee he was romantically involved with, apologized Thursday as the bank's union called for his resignation.
"In hindsight, I wish I had trusted my original instincts and kept myself out of the negotiations," Wolfowitz said. "I made a mistake, for which I am sorry."

Alison Cave, chair of the World Bank Group Staff Association, said in a letter that Wolfowitz had compromised "the integrity and effectiveness" of the World Bank and should resign.

The matter involves Shaha Ali Riza, a friend of Wolfowitz who was at the bank when he was named president in 2005 after leaving his job as deputy Defense secretary in the Bush administration. World Bank rules bar staff from supervising anyone with whom they had a personal relationship. Wolfowitz said he acted on the advice of the banks' board of directors' Ethics Committee to arrange another position for Riza outside the bank.

Riza's new job was at the State Department, which she has since left. The Government Accountability Project, a watchdog group, estimated Riza's salary at $193,590 at State. Her pay at the bank was $132,660, the group said. The figure couldn't be confirmed independently. If accurate, it would be more than Secretary of State Condoleezza Rice's $183,500 salary.
