Why risk attacks against the mainland USA that would likely reinvigorate the political fortunes of the Bush anti-terrorist hardliners?

I have given that a lot of thought.

By any standard, the cost of 9/11 to the terrorists was cheap compared to the results. Final estimates I read indicated the total cost to our economy was one trillion dollars and that does not include the on-going cost of the additional security measures put in place after 9/11. Nor does it include the cost of combat operations since 9/11. The total tab is getting closer to 2 trillion.

That is not the only win the attackers got. They are also winning our internal political fight. Since 9/11 our willingness to defend ourselves and free others from oppression has steadily plummeted. 50% of our Congress wants to end both today. That 50% would not have dared make such statements before or shortly after 9/11.

America cannot afford another 9/11 anytime soon. That is a key reason why I expect one.
