The patent gives Shell an economic incentive to develop the technology, which is exactly what is in the national interest.

If I was a Shell stockholder my first interest would be the return on the investment in Shell. Going from concept to actual production will take years and lots of $. Making a patent application will show your hand and allow the competitors to start their R & D or at least head in a different direction. The incentive for Shell and others is already there due to the current price of oil.

What would Coca Cola be today if they patented their secret formula?

If the Government wants to nationalise the company or industry so be it.
