Poor people can't afford to well insulate the buildings they live in, nor energy efficient cars and appliances, but they are absolutely constrained by their budget when buying food and energy.

There are many in California for whom energy prices don't matter, but collectively the price of energy does matter, so demand is price elastic.

I had some neighbors in Northern California, the managing partner in a large law firm, who built a new outdoor pool between their new home and the guest house. They really enjoyed swimming in 78 degree water during November and December - until they received their gas bill for $18,200.

Even this couple making $800k annually decided to cut-back. They installed an inflatable tent over the pool area to keep in the heat. Its not what they envisioned, but money is money. And that was a number of years ago. Imagine the bill today.
