In the desert areas they now use water misting systems to lower the outdoor temperature instead of outdoor air-conditioning.

Commercial energy users in California, once they began reviewing their energy use and the alternatives, found it very cost efficient to save energy and did so quite quickly.

The residential market has been slower to adapt, in part because they are not profit motivated, and in part because tenants often pay for the energy while building owners would pay for insulation and other energy saving methods.

The state has addressed this problem in part with motivating rebates from the utilities and government. Although this is more common in the area of reduction in water use.
