You will never see it, Iktomi. But every approach you are talking about here is a "National Nanny" one. They don't work. You want the Police and Social Workers to solve the world's problems. Doesn't work.

When I went to Brown, many of the campus cops were also certified Rhode Island police officers; dunno if that is the norm elsewhere since I have hardly set foot on a US campus in 20 years. I'd love to see a poll of Deans of Student Life at universities ranging from liberal to conservative and see how many would advocate arming a large percentage of the student body. I doubt it would reach double digits, but like I said 50 messages ago, this debate will always be about people's assumptions about others' future behavior.
