If that's the case, they haven't done a good job, for sure. Especially from the State... Initially DHS did the teaching you describe. Then two or three years ago, DHS delegated most of the teaching to states with DHS still providing lesson plans, training aids, etc. That increased the number of trainers by some 5,000% and provided more government jobs. DHS also provides much of the first responder equipment required including multi-level communications systems. DHS does conduct an annual training seminar and they give out training grants. DHS also created the National Incident Management System (NIMS). Dontcha luv bureaucrats. They can invent anything as long as it provides more government jobs. DHS did finally drop their first advice booklet. It contained 5 or 6 potential serious pieces of bad advice. I probably explained them to your group in Seattle, because they were in my PPT presentation that I was using then. At that time, I was living in the same town as the DHS Deputy Director for Science and Technology. I told him they were screwing up and put a copy of their booklet with my critique and a copy of my book in his hands at a meeting. Around then, I was doing two seminars for DIA IOSS folks, one in Norfolk the other in San Diego. They were hungry for info. I still get an occasional question from them. My biggest take from all of that is just how dumb we can be simultaneously and at multiple levels from bottom to top.
