While there may be some political considerations, resume and background are much, much more important. They wouldn't, to pick and example, put a 34 year old with almost no experience and a degree from a mediocre law school in a supervisory position over their equivalent of the US attorneys. Even in Russia that is the case. Now Pakistan might be different, I don't know.
