You pick one isolated case, I'm sure you could find any number of similarly bad isolated cases in other countries. Esp. countries like Russia and Pakistan (and they aren't the worst in the world) but even in richer more developed countries.

Its not about the isolated cases. Russia and Pakistan clearly have more corruption and incompetence in government.

"Other first world governments also higher for senior government positions based on political factors."

Not to the exclusion of all else, Tim. While there may be some political considerations, resume and background are much, much more important. They wouldn't, to pick and example, put a 34 year old with almost no experience and a degree from a mediocre law school in a supervisory position over their equivalent of the US attorneys. Even in Russia that is the case. Now Pakistan might be different, I don't know.

There are so many instances where Bush has put people who are incompetent or inexperienced in critical positions but the one that stands out for me is the guy who was put in charge of rebuilding the Iraqi stock exchange. The guy was one or two years out of school......had majored in economics.......had little if any experience with stock markets. However, he had worked on Bush's campaign. I couldn't believe what I was reading.
