The two things which prevent crimes are the likelihood of being caught and the results. Better still is to avoid people considering whether it's worth committing a crime or not, but that's a different problem. That comment holds true when one is dealing with a normally-socialized, rational person. Not the case with sociopaths such as Cho, Klebold and Harris, who plan to die themselves. They're move akin to the jihadi suicide bombers who can't wait to get into the afterlife.
