I think the ROTC idea is an interesting one- and the idea of alternative types of ammunition a great discussion for the powers-that-be to have.

I won't get into any more detailed posting here because I think I have overstayed my welcome and, frankly, I am not fond of being called a troll with chutzpah, told that I am not worth arguing with, and that I wouldn't be alive except for people with hairier genes. Also, I am not enough of an expert on guns to offer much of worth. You have plenty of those people here, though. Perhaps having someone with whom they feel more rapport to discuss options will allow for a more open debate.

Rubber bullets are designed for large caliber smoothbore guns, like shotguns or Verey pistols. The bullet is shot at the ground to ricochet into its target. They can be lethal if they hit you directly.

'Airline' rounds are frangible bullets that destroy a lot of tissue without continuing through to penetrate the plane's body. They're intended to limit damage to the plane, not the human body.
