'Airline' rounds are frangible bullets that destroy a lot of tissue without continuing through to penetrate the plane's body. They're intended to limit damage to the plane, not the human body.

So they would be a choice in a case like this where you want the bullet to stop the person cold in his tracks, and not pass through his or her body to injure another person. In a Case like this the killer is not the important person, if he or she is badly injured and you save a lot of lives that is an acceptable loss.
