Not sure how to read the tea leaves. Could simply be the Commissioners could have a heavy travel schedule. Or, they are having trouble writing an opinion. Logically, if they were going to go with BRCM, it would adopt BRCM's brief of the cases and ITC opinions. If ITC goes a new direction, it takes time to write an opinion, especially since staff backed BRCM. I don't know if there are dissents at the ITC, but a dissent could hold up things. I can't speak for how the ITC does it, but an appellate court circulates draft opinions to all the members, who add, delete, re-write, suggest. That takes time, especially if the members are traveling. Sounds to me that the opinion is still circulating and being edited. All this is speculation of course.
